Rents continue to rise faster than wages, leaving the majority of residents one emergency away from losing their housing. Homelessness is no longer concentrated in the urban core—it’s expanding rapidly into suburban communities, with some areas seeing triple-digit increases in just the past year.
A growing segment of this crisis is what we call economic homelessness—individuals and families who are employed or have stable income but can no longer afford a place to live. These San Diegans do not need permanent supportive housing; they need affordable, community-based homes with services that help them regain stability and independence.
Yet, the region’s response remains heavily concentrated on large-scale permanent supportive housing, which is costly and time-intensive to build. A critical part of the solution—small-scale, Light Touch Infill Affordable Housing—remains vastly underfunded and overlooked.
The Housing Disruptor Collaborative is working to change that. By activating funding and support for these faster, more flexible housing models, we can meet people where they are—and keep thousands from falling further into crisis.
